This bill requires the Commissioner of Human Services and the Commissioner of Children and Families to conduct studies on the current status and future needs of service providers contracted with their respective departments. The studies will examine workforce issues, including vacancy rates, workforce demographics, and projected future supply and demand. The commissioners will also be required to annually evaluate the rates paid to these service providers and assess a cost of living adjustment based on the Consumer Price Index. The commissioners must submit written reports to the Governor and Legislature on their findings and recommendations. The bill also allows the commissioners to adopt rules and regulations to effectuate the purposes of the act.
