This bill requires the Department of Human Services (DHS) and the Department of Children and Families (DCF) to conduct comprehensive studies on their respective service provider workforces, which are organizations that offer mental health services, substance use disorder treatment, or services for individuals with developmental disabilities, and are often funded by Medicaid. These studies will examine factors like vacancy rates, workforce demographics, and future needs to assess the health and sustainability of these provider networks, identifying any gaps between projected demand and current supply. Additionally, both departments will annually evaluate the rates paid to these service providers and assess a cost of living adjustment for them, based on the Consumer Price Index (CPI), which is a measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services. The commissioners will then submit reports on their findings and assessments to the Governor and the Legislature, and make these reports publicly available online.
