This bill establishes the New Jersey Out-of-School Time Advisory Commission, a 22-member body designed to comprehensively review and improve before-school, after-school, and summer programs across the state. The commission will include ex officio members from state departments like Education and Human Services, legislative representatives, and 16 public members representing various educational, child advocacy, and youth-related organizations. The commission's primary duties include assessing the current state of out-of-school time programs, adopting statewide standards for program design and implementation, examining existing funding sources, and developing recommendations to enhance program quality and accountability across urban, suburban, and rural school districts. Commission members will serve without compensation but will be reimbursed for necessary expenses, and they must organize within 60 days of appointment, selecting a chairperson, vice-chairperson, and secretary.
