This bill establishes the New Jersey Out-of-School Time Advisory Commission, which will consist of 23 members, including ex officio government officials (such as Commissioners of Education, Human Services, and Children and Families), legislative representatives, and public members from various educational and youth-focused organizations. The commission's primary responsibilities include assessing the current state of before-school, after-school, and summer programs in New Jersey, reviewing agency policies and research, recommending program design models, examining funding sources, and evaluating program development across urban, suburban, and rural school districts. Commission members will serve without compensation but will be reimbursed for necessary expenses, and they must be appointed within 30 days of the act's effective date. The commission will organize within 60 days, select leadership, and is required to produce an interim report within one year and a final report within two years, which will be submitted to the Governor and Legislature. The commission will automatically expire 30 days after submitting its final report, with the goal of improving the quality and accessibility of out-of-school time programs across New Jersey.
