Bill Summary

This bill adds persons who have served in the New Jersey National Guard and who were discharged or released under conditions other than dishonorable, to the list of persons eligible to receive free or reduced beach access granted by a shore municipality. Current law permits shore municipalities, by ordinance, to provide free or reduced fee beach access to persons who are active members of the New Jersey National Guard who have completed Initial Active Duty Training and to their spouse or dependent children over the age of 12 years. This bill permits a shore municipality to provide free or reduced fee beach access to any person who has served in the New Jersey National Guard and who was discharged or released therefrom under conditions other than dishonorable.

AI Summary

This bill expands eligibility for free or reduced-fee beach access in New Jersey shore municipalities to include individuals who have served in the New Jersey National Guard and were honorably discharged, meaning they were released under conditions other than dishonorable. Currently, shore municipalities can offer these benefits to active New Jersey National Guard members who have completed their initial training, as well as their spouses and older dependent children. This legislation allows municipalities to extend this benefit to former National Guard members who meet the honorable discharge criteria, providing them with access to beaches and recreational facilities without charge or at a reduced cost.
