Bill Summary

This bill would permit the governing body of a municipality in which there is located a decommissioned nuclear power plant in which spent nuclear fuel is stored, by ordinance, to impose a stranded nuclear waste fee on the owner of the decommissioned nuclear power plant for every calendar year in which spent nuclear fuel is stored in the decommissioned nuclear power plant. The amount of the annual fee would be equal to the number of kilograms of spent nuclear fuel stored at the decommissioned nuclear power plant multiplied by the fee per kilogram established in the ordinance. The fee per kilogram could not exceed $15. The use of the annual fee would be limited to reducing the municipal property tax levy.

AI Summary

This bill would permit certain municipalities in New Jersey that have a decommissioned nuclear power plant with spent nuclear fuel stored on-site to impose an annual "stranded nuclear waste fee" on the owner of the plant. The fee would be calculated based on the number of kilograms of spent nuclear fuel stored at the facility, with a maximum fee of $15 per kilogram. The revenue from this fee must be used by the municipality solely to reduce its property tax levy.
