This bill exempts certain plastic materials processed at advanced plastic processing facilities from State laws regulating solid waste disposal and recycling. An "advanced plastic processing facility" is defined as a facility that receives, stores, and processes plastic material from industrial, commercial, agricultural, or domestic activities, and transforms it into useable products like plastic monomers, chemicals, or chemical feedstocks using chemical processes like gasification or pyrolysis. The exemption does not apply to plastic materials composed of polyethylene terephthalate (PETE) or high density polyethylene (HDPE) and labeled with material codes "1" or "2". The bill also specifies that advanced plastic processing shall not be considered solid waste disposal, management, or other related activities for the purposes of State laws and regulations.
