This bill requires the Department of Transportation (DOT) to enhance its annual report on pavement condition by providing more detailed information. Specifically, the DOT must now include the number of maintenance pothole repairs completed during the fiscal year, an estimate of the cost impact for each maintenance and repair project, the tonnage of materials used, and, in coordination with the Division of Risk Management, the number of pothole damage claims filed by roadway users and their associated costs. Additionally, the bill requires the DOT to conduct a life cycle cost analysis of pavement surfaces, which involves comparing equivalent pavement designs based on New Jersey's actual historic maintenance and repair costs, and includes estimating the total costs to roadway users over the entire life of the pavement. The new reporting requirements aim to increase transparency and provide more comprehensive information about road maintenance efforts and expenses. The bill will take effect immediately but will apply to reports issued in the first fiscal year following its enactment.
