This bill establishes a framework for New Jersey municipalities to create homelessness trust funds and develop comprehensive homeless housing plans to address the critical issue of homelessness in their communities. The legislation allows municipalities to voluntarily adopt a strategic plan in consultation with the Department of Community Affairs and local community-based organizations, with the goal of identifying and addressing the housing needs of individuals experiencing homelessness. Municipalities can establish a trust fund and may impose an additional fee of up to five dollars on existing fines, permits, or licensing fees to generate revenue for the fund. The trust fund can be used to provide grants for permanent affordable housing acquisition, rental assistance vouchers, supportive services (including temporary hotel accommodations), and prevention services for at-risk individuals and families. Grants must meet specific criteria, such as demonstrating cost savings, employing evidence-based models, and including outcome measurements. Funds must be used within four years, and if not expended, will be transferred to the Department of Community Affairs to contract with a local community-based organization. The bill recognizes that homelessness impacts various aspects of community life, including public safety, housing stock, business climate, and overall community welfare, and aims to provide municipalities with additional resources to combat this complex social issue.
