This bill makes the following key provisions: 1. Requires the Indiana Department of Education to prepare a report compiling data over a 40-year period (1983-2023) on statewide test scores, academic standards, and graduation rates for each student cohort in Indiana public schools. The department must submit this report to the General Assembly by January 1, 2025. 2. Directs the Department of Education and the State Board of Education to determine which year in the reported data had the highest scores and graduation rates, and then realign the current statewide academic standards to those standards starting in the 2025-2026 school year. 3. Allows the parents of any high school student, or the student if they are 18 or older, to request a transfer from their school corporation to another if the student can be better accommodated by the athletics program (including extracurricular competitive/non-competitive activities and marching band) offered by the transferee corporation. The transfer process is specified, including an appeals process to the State Board if the transfer is denied.
