This bill seeks to amend the West Virginia Code by adding strict and non-discretionary restrictions and requirements that the West Virginia Parkways Authority must follow before increasing tolls, rents, fees, or charges. Specifically, the bill requires the Authority to hold public hearings in each county transected by the West Virginia Turnpike, with at least 14 days' prior public notice, and to show cause why the proposed increase is necessary to address operational or maintenance needs. Additionally, the bill subjects all tolls, rents, fees, charges, or increases, as well as other revenue, to full and transparent auditing by the Joint Committee on Government and Finance upon the request of the committee chair. The bill also requires the Authority to accept credit card payments at toll booths without additional fees.
