The bill allows lodging establishments to use bulk dispensers of personal care products or provide such products in non-plastic containers upon request at a location outside the sleeping room or public bathroom. The Department of Health can inspect and issue citations for violations, with fines of $500 for the first violation and $2,000 for subsequent violations.
