This bill amends existing Idaho law to impose several conditions for the continued implementation of Medicaid eligibility expansion. The key provisions include requiring federal financial participation to remain at 90%, implementing work requirements for able-bodied adults, allowing some eligible individuals to receive premium tax credits instead of enrolling in Medicaid, capping enrollment, maintaining a low Medicaid improper payment rate, and imposing limits on eligibility renewals and hospital presumptive eligibility determinations. The bill also prohibits the use of Medicaid funds for certain services. The Department of Health and Welfare must submit necessary state plan amendments or waiver requests and notify the legislature of the status of these federal approvals. If the conditions are not met by July 2025, the Medicaid expansion will be terminated.
