This bill requires solid waste management districts to develop and implement strategies to reduce food waste by 50% by the year 2035, compared to 2022 levels, with increases in donated food and composted or anaerobically digested food waste counting towards this goal, and food waste sent to landfills that capture gas for renewable energy generation being exempt from these reduction requirements. The Department of Environmental Protection (DEP) must also publish a list of recommended food waste reduction measures, such as increasing food donations and promoting composting and anaerobic digestion, and adopt rules and regulations to create a tiered regulatory structure for composting facilities to encourage organic waste recycling, which may include exempting small-scale composting operations from permitting requirements and streamlining planning processes. "Food waste" is defined broadly to include any food-derived organic waste disposed of in landfills, such as edible food, food scraps, processing waste, and used cooking oils.
