This bill amends the Executive Law to require all municipalities with a population of 5,000 or more to implement SolarAPP plus by January 1, 2026. SolarAPP plus is a web-based portal developed by the National Renewable Energy Laboratory that automates plan review, produces code-compliant approvals, and issues permits for solar energy systems and energy storage systems paired with residential solar energy systems, as well as main electric panel upgrades and derates. The bill also allows the New York State Energy Research and Development Authority to provide financial or technical support to municipalities implementing SolarAPP plus and to condition or deny funding to municipalities that fail to comply with the law's requirements.
