AN ACT to amend the executive law, in relation to residential solar and energy storage permitting

This bill requires all municipalities in New York with a population of 5,000 or more to implement SolarAPP plus, a web-based portal that automates plan review, produces code-compliant approvals, and issues permits for residential solar photovoltaic systems, energy storage systems paired with residential solar energy systems, main electric panel upgrades, and main electric panel derates, by January 1, 2026. The New York State Energy Research and Development Authority (NYSERDA) may provide financial or technical support to municipalities to help them implement SolarAPP plus, and municipalities that fail to comply may be ineligible for NYSERDA funding opportunities.
