This bill mandates that starting July 1, 2024, the reimbursement rates for certain primary care and mental health services provided through Medicaid, New Jersey's state and federal program for health coverage for low-income individuals, must be at least equal to the rates paid for those same services under Medicare, the federal health insurance program for seniors and some disabled individuals. This applies to services provided by physicians specializing in family medicine, pediatrics, internal medicine, or obstetrics and gynecology, as well as by advanced practice nurses, physician assistants, midwives, licensed clinical social workers, psychologists, licensed professional counselors, licensed marriage and family therapists, licensed clinical alcohol and drug counselors, and psychiatrists, regardless of whether services are paid directly by Medicaid or through a managed care plan. The bill also ensures that no Medicaid reimbursement rate will be decreased from the previous year and requires the Commissioner of Human Services to report on the implementation and impact of these rate changes, including any effects on access and quality of care for Medicaid beneficiaries.
