This bill establishes a distributed generation certificate of public convenience and necessity (DGCPCN) to authorize the construction and operation of certain distributed solar energy generating systems. It requires the Power Plant Research Program to develop and submit to the Public Service Commission (PSC) proposed siting and design requirements and licensing conditions for the DGCPCN. The bill prohibits a person from being required to obtain a DGCPCN until the PSC adopts the necessary regulations, which must be done by July 1, 2025. The bill also specifies the application and review process for the DGCPCN, including public comment and hearing requirements. The bill does not apply to solar energy generating systems that already obtained the required approvals before the effective date of the new regulations.
