This bill establishes the Algorithmic Addiction Fund, which will receive all revenue from judgments or settlements against technology and social media companies related to claims made by the state. The Maryland Department of Health will administer the fund, which can be used for conducting needs assessments, improving access to services for the mental and physical health impacts of algorithmic addiction, providing intervention and prevention services, and supporting research and training on algorithmic addiction treatment and prevention. The bill requires the Governor to develop goals, objectives, and performance indicators for algorithmic addiction treatment and prevention efforts, and to report annually on the fund's expenditures and progress. The bill's provisions are contingent on a relevant judgment or settlement being awarded or approved, and the Act will take effect on the date the Attorney General notifies the Department of Legislative Services of such an event.
