This bill would, commencing January 1, 2027, expand the scope of California's provisional licensing program for new drivers by applying it to individuals aged 16 to 20 years old, rather than just 16 and 17 year olds. The bill would also require 18 to 20 year old provisional licensees to hold an instruction permit for at least 60 days before applying for a provisional license, and would raise the age requirement for accompanying adult supervision from 18 to 21 years old. Additionally, the bill would require driving schools to offer payment plans for the driver education and training required under the provisional licensing program, and would authorize the Department of Motor Vehicles to charge a fee to driving schools to recover costs associated with the provisional licensing program.
