This bill amends Minnesota's education statutes to require physical and sexual abuse education. The key provisions are: 1) School districts must include multisession, multimodal, culturally inclusive, developmentally appropriate, and culturally sensitive instruction on identifying emotional and physical child abuse, recognizing sexual abuse and assault, boundary violations, grooming tactics, and strategies to promote disclosure, reduce self-blame, and mobilize bystanders in their health curriculum. 2) School districts must train instructors on managing disclosures that may result during the delivery of this instruction and develop a policy on how to respond to such disclosures. 3) The purpose of these changes, referred to as "Erin's Law," is to require, rather than just encourage, districts to integrate or offer instruction on child sexual abuse prevention to students and training to all school personnel on recognizing and preventing sexual abuse and sexual violence. These provisions are effective for the 2025-2026 school year and later.
