This bill aims to facilitate labor peace among the cannabis workforce. It defines a "labor peace agreement" as an agreement between a marijuana establishment and a "bona fide labor organization" that allows union agents to inform and communicate with employees about their labor rights, including the right to form a union, in exchange for the labor organization agreeing not to engage in certain disruptive activities. The bill requires marijuana establishment applicants to submit an attestation that they will not interfere with union agents informing and communicating with employees, or to submit an attestation that they have entered into a labor peace agreement. It also requires marijuana establishments to submit a similar attestation as part of their renewal application. The bill also requires the Cannabis Control Commission to establish and periodically update a list of bona fide labor organizations that are actively seeking employees in the Commonwealth.
