AN ACT to amend the public service law, in relation to call centers for gas and electric corporations

This bill amends the Public Service Law to require gas and electric corporations to provide customer assistance services, such as handling inquiries related to financial responsibility, service initiation/termination, emergency services, and billing, through call centers or other facilities located within their New York service territory. The bill prohibits these corporations from closing or relocating such customer service facilities outside of New York without notice, a public hearing, and approval from the Public Service Commission. It also imposes penalties of up to $50,000 per customer service inquiry sent outside of New York and $100,000 per day for a closed call center or facility, with the maximum penalty determined in accordance with existing law.
