This bill proposes several key changes to school transportation in Massachusetts: 1. It repeals Section 7C of Chapter 71 of the General Laws, which previously dealt with school transportation. 2. It requires the Department of Elementary and Secondary Education to maintain a registry of all vendors providing school transportation services. 3. It allows school districts and regional school districts to offer parents/guardians the opportunity to decline school transportation for their students on an annual basis, with the district no longer being obligated to provide transportation for those students who have declined. 4. It requires the Department of Elementary and Secondary Education, in consultation with the Department of Transportation, to conduct a study on student transportation collaboratives and consortiums, examining which school districts could benefit from such arrangements and how they could be implemented. The results of this study are to be reported to the state legislature by July 1, 2025.
