This bill aligns state and local procurement laws with federal law by prohibiting the procurement of certain information and communications technology (ICT) and electronic parts or products that are determined to pose a risk to state and national security. The bill establishes a process for the Chief Information Officer, in consultation with relevant state agencies, to develop and regularly update a list of restricted ICT that cannot be procured by state agencies, authorities, or local governments unless a waiver is granted. The bill provides limited exceptions to the procurement restrictions, such as allowing the continued use of existing ICT and not requiring the replacement of such technology before the effective date of the law. The bill also requires the Office of General Services to issue guidance and updates on prohibited or excluded entities for procurement contracts in conformity with federal law.
