This bill aligns state and local procurement laws with federal law prohibiting the procurement of certain information and communications technology (ICT) and electronic parts or products that are determined to pose a risk to state and national security. The bill prohibits state and local government agencies from entering into or renewing contracts to procure ICT, including hardware, systems, devices, software, or services, that are prohibited from federal procurement under federal law. The chief information officer is required to establish and regularly update a list of restricted ICT that pose a security risk, and waivers from the procurement restrictions can be granted in certain circumstances. The bill also requires the Office of General Services to issue guidance on prohibited or excluded entities for procurement contracts in conformity with federal law.
