This bill establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a comprehensive study and prepare a report examining, evaluating, and making recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities. The commission will consist of 15 members appointed by the governor, including individuals with intellectual and developmental disabilities, representatives from labor, provider agencies, housing developers, and other relevant stakeholders. The study will examine issues such as the direct care workforce, access to person-centered supports, technology and infrastructure needs, evolving service needs, housing, and employment for this population. The commission must submit its report within 15 months of the bill's effective date, and the bill will expire and be repealed two years after it becomes law.
