This bill establishes the "Blue-Ribbon Commission on the Future of New York State's Service Delivery System for Individuals with Intellectual and Developmental Disabilities Act". The commission will conduct a comprehensive study and prepare a report to examine, evaluate, and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities. The commission will consist of 15 members appointed by the governor, including individuals with developmental or intellectual disabilities, representatives of labor, providers, housing developers, and other stakeholders. The study will focus on areas such as workforce recruitment and retention, access to person-centered supports, technology and infrastructure needs, evolving service needs, housing needs, and increasing competitive, integrated employment. The commission will submit its report with recommendations within 15 months of the bill's effective date, and the act will expire and be repealed two years after it becomes law.
