This bill requires the Director of National Intelligence to develop a strategy to improve the sharing of information and intelligence between the federal government and private entities. The strategy aims to mitigate the threat that foreign adversary illicit activities and tactics pose to U.S. persons in foreign jurisdictions on projects related to energy generation and storage, including critical minerals. The strategy will address how to transmit information to protect against foreign adversary tactics, mitigate risks from foreign government involvement, and inform on economic espionage and other threats to intellectual property. It will also address how to receive information from U.S. persons on threats in the critical mineral space, such as disinformation campaigns. The Director is required to submit an implementation plan for the strategy to the congressional intelligence committees.
