This bill: Authorizes appropriations for fiscal year 2025 for intelligence and intelligence-related activities of the U.S. Government, the Community Management Account, and the Central Intelligence Agency Retirement and Disability System. It includes provisions to: restrict the conduct of intelligence activities to those authorized by law; increase employee compensation and benefits; extend the statute of limitations for espionage offenses; establish secure communications between Congress and the intelligence community; create a commission to examine national security and defense risks posed by anomalous health incidents; modify various authorities and limitations related to the national intelligence enterprise; establish a National Intelligence Management Council; require analyses and impact statements regarding proposed investments into the U.S.; extend and modify certain Department of Defense intelligence and counterintelligence authorities; and address various other matters related to technology, innovation, the Central Intelligence Agency, defense intelligence, and overhead architecture.
