This bill prohibits public institutions of higher education in New Jersey from entering into sports wagering partnerships, which are defined as contractual agreements with sports wagering operators or intermediaries that provide advertising access in stadiums, facilities, digital and broadcast sports content, and other venues. The bill specifically prevents public higher education institutions from directly partnering with sports wagering companies for advertising purposes. However, there are two key exceptions: first, foundations related to these institutions can enter sports wagering partnerships, but they cannot include direct advertising or marketing to students, whether on-campus, off-campus, or through electronic means; and second, partnerships between public institutions and casino or sports wagering licensees are permitted if they are established for academic purposes or provide experiential learning opportunities for students. The goal of the bill appears to be protecting students from direct exposure to sports betting advertising while still allowing educational and professional learning opportunities in the gaming industry. The legislation is set to take effect immediately upon approval, with an anticipated implementation date of July 8, 2025.
