This bill provides the city of Brooklyn Park with special authority to establish a biotech innovation district and a value capture district. It authorizes the city to issue bonds and use state aid to finance public infrastructure projects within the biotech innovation district, and requires the city to submit annual reports on the progress of the district's development. The bill also appropriates $10 million in housing infrastructure funding for the city, as well as grants for workforce development and a small business center in Brooklyn Park and Brooklyn Center. Additionally, it allocates $1 million from the Minnesota Investment Fund to the city for its biotech innovation district.
