This bill provides special authority to the city of Brooklyn Park to establish a biotech innovation district, allows the city to establish a value capture district, requires reports, appropriates money, and authorizes the sale and issuance of state bonds. Specifically, the bill allows the city to exercise the powers of a port authority, issue bonds, and support the development plan financially. The bill also appropriates $10 million for housing infrastructure in Brooklyn Park, $500,000 for workforce development programs, $12 million for water infrastructure, and $1 million for a small business center, as well as $1 million from the Minnesota Investment Fund for the biotech innovation district.
