This bill requires all state agencies subject to the Freedom of Information Law (FOIL) to submit an annual log of all FOIL requests they received or have pending to the Committee on Open Government. The logs must include detailed information about the requests, such as the requestor's name and affiliation, the subject of the request, dates of receipt and response, whether the request was granted or denied, and any appeals or legal proceedings. The Committee on Open Government must then publish all the FOIL request logs it receives on its website in a machine-readable format. The bill also requires the Committee to report on the total number of FOIL logs submitted and analyze the data in its annual report. Additionally, the Committee must publish a report by January 1, 2027, providing recommendations on whether municipalities should also be required to submit FOIL request logs.
