This bill directs the Secretary of Veterans Affairs to seek an agreement with a federally funded research and development center (FFRDC) to assess the notice letters the Secretary sends to claimants for benefits under laws administered by the Department of Veterans Affairs. The assessment will determine whether the notices can be feasibly altered to reduce paper consumption and costs, and provide recommendations on how to make the notices clearer, better organized, and more concise. The Secretary must submit the assessment to Congress and implement the recommendations within one year. The bill also extends the expiration date for certain limits on payments of pension from November 30, 2031 to December 31, 2031.
