This bill provides an optional twenty-five year retirement plan for county 911 operators throughout the state. The key provisions are: 1. County 911 operators, including police communications operators, supervisors, assistant bureau directors, and bureau directors, will be eligible to retire after 25 years of service, regardless of age. This is an alternative to other retirement plan eligibility provisions. 2. Upon retirement after 25 years, these members will receive a pension equal to one-half of their final average salary, plus an annuity and additional pension based on their contributions. 3. Creditable service includes not only 911 operator roles, but also prior service as a state police officer, firefighter, police officer, criminal investigator, probation assistant, etc. 4. Each county must elect to provide these benefits and pay the associated costs, which are estimated to include a 5% increase in annual contributions and a one-time past service payment of approximately 16% of salary. 5. Members covered under the state's Article 14 retirement system can make a one-time, irrevocable election to participate in this 25-year plan instead.
