This bill establishes a task force to study and provide recommendations on a statewide birth through higher education framework for social emotional learning and mental and behavioral health. The task force will consist of 23 members, including state officials, education professionals, mental health experts, and community advocates. The bill also requires the Department of Elementary and Secondary Education, in collaboration with other state agencies and the task force, to develop and publish guidance for supporting the social emotional development and mental health of students in kindergarten through twelfth grade by December 1, 2026. Additionally, the bill amends existing laws to include the influence of technology on the short- and long-term physical, emotional, and cognitive development of students, and to require school safety plans to include policies for referring students to community health and social support services.
