This bill aims to promote social emotional learning and the mental and behavioral health of students from birth through higher education. It establishes a task force to study and provide recommendations on a statewide framework for integrating social emotional learning and mental and behavioral health support into educational settings. The bill also requires the Department of Elementary and Secondary Education, in collaboration with other state agencies, to develop and publish guidance for supporting the social emotional development and mental health of students in kindergarten through twelfth grade. Additionally, the bill amends existing laws to include the influence of technology on students' physical, emotional, and cognitive development, and to require school safety and support plans to include policies for referring students to health and social support services.
