This bill requires the Administrator of the Federal Aviation Administration, in consultation with the Environmental Protection Agency and the Department of Defense, to submit progress reports every 180 days on the development and implementation of a national transition plan related to a fluorine-free firefighting foam that meets certain performance standards. The progress reports must include assessments of the FAA's guidance to part 139 airports (airports certified under Part 139 of Title 14, Code of Federal Regulations) on acceptable environmental limits, the Department of Defense's transition to a fluorine-free foam, best practices for decontamination, and timelines for policy and guidance release. The reports must also provide a comprehensive list of the amount of aqueous film-forming firefighting foam at each part 139 airport and an assessment of the progress on providing guidance to non-Part 139 airports. The progress report requirement will continue until the Administrator notifies Congress that the national transition plan is complete.
