This bill requires electric public utilities in New Jersey to improve their interconnection process for grid supply solar facilities and energy storage facilities with a capacity of 20 megawatts or less. The bill mandates that utilities must accept, process, and approve Level 3 interconnection applications (a specific procedure for connecting renewable energy generation facilities to the grid) unless the application is incomplete or the interconnection poses safety or reliability risks. If an application is deemed incomplete, the utility must provide recommendations for improvement, and if safety concerns exist, the utility must suggest modifications to make the interconnection viable. The bill also requires utilities to provide an initial feasibility study within 90 days of receiving a complete application and to extend interconnection facilities using existing infrastructure when possible, with the applicant bearing the cost of extensions. Grid supply solar facilities and energy storage facilities that meet these requirements will be fully eligible for state incentives and will be compensated for electricity supplied to the grid.
