This bill, the Building Youth Workforce Skills Act, amends the Workforce Innovation and Opportunity Act to authorize the use of individual training accounts (ITAs) for certain in-school youth aged 16 to 21 and out-of-school youth. This allows local areas to use funds allocated for youth workforce investment activities to pay, through an ITA, an eligible provider of training services for training services provided to these youth, in the same manner as ITAs are used to pay for training services for adults and dislocated workers.
