This bill requires the Secretary of Defense to conduct a study on the threats posed by the People's Republic of China's control of strategic ports outside of China. The study will examine China's activities and plans to expand its control over strategic ports, the public and private entities involved, and how this control could harm U.S. national security and economic interests. The Secretary of Defense must then submit a report to Congress detailing the findings, including a list of strategic ports controlled by China and the U.S., an assessment of vulnerabilities, and a suggested strategy to secure trusted investment and ownership of these ports and maritime infrastructure to protect them from Chinese control and ensure open access and security.
