This bill, the Renewed Hope Act of 2024, aims to provide for the hiring and training of certain personnel at the Department of Homeland Security (DHS) to support efforts to identify, locate, and rescue children seen in abusive images and videos. Specifically, it requires the Secretary of Homeland Security to hire and train additional forensics analysts and child exploitation investigators for the Victim Identification Laboratory and the Child Exploitation Investigations Unit of Homeland Security Investigations. The bill also allows the Secretary to employ temporary or intermittent experts or consultants to provide image and audio forensic analysis related to victim identification. Additionally, the bill requires the Secretary to establish joint procedures to deconflict, coordinate, and synchronize child sexual exploitation investigations within the Department. Finally, the bill requires the Secretary to establish a Victim Identification Training Program within the Cyber Crimes Center to provide training on new and advanced technology used to identify victims to DHS personnel and other federal, state, local, tribal, military, and foreign law enforcement agencies.
