This bill prohibits the importation of certain minerals, including braggite, copper, nickel, palladium, platinum, rhodium, ruthenium, and zinc, that are produced in the Russian Federation or by a Russian entity. The prohibition will take effect 90 days after the bill's enactment and will remain in place until the President certifies to Congress that the Russian government has ended all hostilities against Ukraine. However, the prohibition can be reinstated if the President later certifies that Russia has resumed hostilities against Ukraine. The President is not allowed to waive this prohibition.
