This bill, the Stop Russian Market Manipulation Act, prohibits the importation of certain minerals, including braggite, copper, nickel, palladium, platinum, rhodium, ruthenium, and zinc, that are produced in the Russian Federation or by a Russian entity. The prohibition will take effect 90 days after the bill's enactment and will remain in place until the President certifies to Congress that the Russian government has ended all hostilities against Ukraine. However, if the President later certifies that Russia has resumed hostilities, the prohibition will resume. The President is not allowed to waive this prohibition. A "Russian entity" is defined as an entity organized under the laws of, or subject to the jurisdiction of, the Russian Federation.
