This bill approves a comprehensive set of agreements and provides special authorization for the redevelopment and continued operation of the downtown arena (currently known as the Verizon Center). The legislation allows the Mayor to enter into a Development and Financing Agreement, an Amended and Restated Lease, and a Purchase and Sale Agreement with DC Arena L.P. for the arena property. The bill grants the Mayor authority to provide easements and airspace leases for the arena property, exempts the arena from certain public space and zoning regulations, and continues tax exemptions for the property. Specifically, the arena will be exempt from real property taxes, possessory interest taxes, and deed transfer and recordation taxes for transfers between the District and DC Arena L.P. The bill also modifies signage regulations to give the arena more flexibility in displaying outdoor signs, digital displays, and visual signage, requiring only a 45-day Council review period instead of active approval. Additionally, the legislation ensures that first source employment and apprenticeship requirements will still apply to the project. The bill will take effect after mayoral approval and a 30-day congressional review period, maintaining the standard process for District of Columbia legislation.
