This bill establishes new procedures for handling complaints against health care practitioners across different licensing entities in Texas, creating two key requirements. First, if a licensing entity receives a complaint about a health care practitioner licensed by a different entity, they must promptly forward a copy of that complaint to the appropriate licensing entity and cannot take disciplinary action against the practitioner without first referring the complaint back to the original receiving entity for investigation. Second, if a licensing entity receives a complaint that credibly alleges a health care practitioner has committed an offense resulting in death or serious bodily injury, they must promptly forward a copy of the complaint to an appropriate law enforcement agency. The bill does not prevent licensing entities from investigating complaints or taking disciplinary action against practitioners within their own licensing jurisdiction. These new procedures will apply only to complaints filed on or after the bill's effective date, which will be either immediately upon receiving a two-thirds vote in the Texas Legislature or September 1, 2025, if the immediate effect vote is not achieved.
