This bill establishes a new procedure for handling complaints against health care practitioners who are licensed by different state licensing entities. Specifically, if a licensing entity receives a complaint about a health care practitioner who is licensed by another entity, they are now required to promptly forward a copy of the complaint to the practitioner's licensing entity. Moreover, the receiving licensing entity is prohibited from taking any disciplinary action against the practitioner unless the original licensing entity refers the complaint back for investigation and resolution. The bill is designed to ensure that complaints are handled by the most appropriate licensing authority and to prevent duplicate or conflicting disciplinary processes. The changes will apply only to complaints filed on or after the bill's effective date, which will be either immediately upon receiving a two-thirds vote in the Texas legislature or September 1, 2025, if the immediate voting threshold is not met.
