This bill requires the Texas Commission on Law Enforcement to establish a mandatory training program on opioid overdoses for peace officers. The training program will be part of both the initial minimum curriculum requirements for new officers and the ongoing continuing education requirements. Specifically, the training must include instruction on recognizing the signs and symptoms of an opioid overdose and how to administer different types of opioid antagonists (medications that can reverse the effects of an opioid overdose), including both injectable and nasal delivery methods. The new requirements will apply to officers who begin their training on or after January 1, 2026, and will be incorporated into the 24-month continuing education training units that start on or after the bill's effective date of September 1, 2025. The Texas Commission on Law Enforcement is required to adopt rules to implement these new training requirements as soon as practicable after the bill becomes law.
