This bill establishes the Texas Adoption Assistance Program, administered by the Texas Comptroller, to provide financial support for adoptive parents of Texas children. The program will work through certified nonprofit organizations (501(c)(3) entities) that can solicit donations to provide adoption assistance grants. Eligible parents must reside in Texas, have adopted a child under 18, and have a household income not exceeding $150,000. The grant amount varies based on household income: parents earning up to $110,000 can receive up to 50% of adoption-related expenses, those earning $110,000-$130,000 can receive 30%, and those earning $130,000-$150,000 can receive 10%. Certified organizations must distribute at least 97% of donated funds as grants and are subject to annual independent audits. The program also includes a state matching funds component, though matching is contingent on available appropriations. Organizations must be mission-driven to support families or children and agree to partner with the state in assisting eligible parents with adoption expenses. The Comptroller will select and certify organizations, monitor their compliance, and can revoke certification for substantial violations. The program is set to take effect on September 1, 2025.
