This bill establishes the Texas Adoption Assistance Program, administered by the comptroller, to encourage the adoption of Texas children by providing financial support to adoptive parents. The program allows certified non-profit organizations (tax-exempt 501(c)(3) organizations focused on family or child services) to solicit donations and award adoption assistance grants. To be eligible for a grant, parents must reside in Texas, have adopted a child under 18, and have a gross household income not exceeding $150,000. The grant amount varies based on household income: parents earning up to $110,000 can receive up to 50% of adoption-related expenses, those earning $110,000-$130,000 can receive 30%, and those earning $130,000-$150,000 can receive 10%. Certified organizations must distribute at least 97% of donated funds as grants and are subject to annual independent audits. The comptroller will select and certify organizations, provide oversight, and may offer state matching funds. If state appropriations are insufficient for matching, the program will continue without matching. The bill will take effect on September 1, 2025, creating a new framework to support adoption in Texas.
